LEGISLATION COMMITTEE UPDATE

As some of you have already heard, we have great news that Governor Brown signed AB 2228 into law. This law will become effective January 1st, 2017. We should celebrate this law that essentially gives formal recognition to the Code Enforcement profession. We have been around for a long time serving communities, often without a formal definition, training, or recognition for job duties. With this law, Code Enforcement in California, as an industry, will be better recognized, defined, and trained as an important profession protecting the health, safety and welfare of our communities. A HUGE thank you to the entire legislative committee is in order. CACEO would also like to recognize John Lovell, Tim Cromartie with the League of California Cities, Assemblyman Cooley, his staffmember Elizabeth Hess and the entire League of California Cities, as well as the California Commission on Peace Officer Standards and Training for their help and support with this.

So what does this mean to our officers and members? Below is a quick digest of what this means:

Existing law defines the term "code enforcement officer" as a person who is not a peace officer, who has enforcement authority for health, safety, and welfare requirements, and who is authorized to issue citations or file formal complaints, as specified.

This bill would require the Board of Directors of the California Association of Code Enforcement Officers (CACEO) to develop and maintain standards for the designation of Certified Code Enforcement Officers or CCEOs. The bill would require the board to designate minimum training, qualifications, and experience requirements for applicants to qualify for the CCEO designation. The bill would also require the board to qualify cities, counties, cities and counties, and accredited educational institutions as Certified Code Enforcement Officer Education Program Providers, and would require all students, participants, or employees who successfully pass the minimum education and certification requirements to be granted CCEO status in an equivalent manner as applicants who attain certification through CACEO.
